Tackling the barriers to effective resettlement and promoting social inclusion.

CF03 is a social inclusion programme co-commissioned by her Majesty’s Prison and Probation Service (HMPPS) and the European Social Fund for England (ESF).

The focus of the programme is to help offenders move towards social inclusion and mainstream provision, turning their back on crime, undertaking supportive interventions, training and finding a job.

This is achieved by facilitating access to services tailored to their individual circumstances with a strong emphasis on supporting participants into employment.

Support packages may include provision of educational, training, vocational, counselling and rehabilitation services.

Ingeus UK, along with a network of supply chain partners, deliver HMPPS CFO3 services across three regions in England:
  • East Midlands
  • North East
  • Yorkshire & Humber 
Services are provided to eligible offenders who are in custody or in the community. 

We work with:
  • Offenders with substance misuse issues
  • Offenders with mental health conditions 
  • Prolific and priority offenders
  • Short sentenced prisoners
  • Older offenders/offenders re-integrating following long sentences
  • Vulnerable women
We understand that for many their behaviour is a manifestation of other problems and their needs are complex. Our participants typically face barriers to work such as lacking skills or qualifications, drug and/or alcohol issues and problems with debt or housing.

We help our participants to leave their past firmly behind bars and start a new chapter in life they can be proud of.

Eligible participants need a referral from their offender manager to get access to CFO3.
